After submission of an app compiled with AIR 28 SDK, I receive the following message:
Missing Asset Catalog - Your app is missing the asset catalog file in 'Dis moi !.app'.
Does anybody know how to solve this issue?

Yes I did, but since i'm working with Flash Builder on a Windows platform, it does not help me.
Would you pls know how to solve the issue within my working environment?

Yes, you need XCode 9 in order to do this.
In the past I've ran a virtualized MAC inside my PC - worked like a charm for having access to XCode. I found this post:

I haven't tried the steps - when I first went through this months back, I ended up downloading bogus files and chasing my tail - bogus posts simply to get advertising views - so proceed with caution - but based on the detail of the post my guess is, its on the level. I do know it certainly is possible.
One thing to note - if you happen to intend on using Flash Builder within the virtualized MAC (not sure why you'd need to but just in case) - Flash Builder crashes when viewing packaging settings - at least it did on the first BETA release of AIR 28 - there was another release this AM that may have resolved that issue - but I'm staying away from High Sierra for now - I'm currently running 10.12.6. Providing you just want to use XCode - then you should be good.
Once you have your MAC running inside your PC - you can create a shared drive so you can share files between your PC and the MAC.

Not Project -> Build, but Product -> Build.
Yes, you need Mac.
There are many services, that rent Mac for hours online.
But it will be better if you buy the cheapest Mac Mini. This will come in handy more than once.
