I am trying to create an Android application which needs to be published in native Android format, .apk. Do I need to have AIR installed on my handset for that? I am having an Android 2.1 device which doesn't supports Adobe AIR. So I am planning to publish a native APK file for this...

When you run your APK on a supported device and AIR for Android is NOT installed, the user will be prompted to install it. Much like the desktop experience. There is nothing that you need (or can) to do to enable this. Just build your APK and let the 'magic' happen. I would recommend getting a device that supports 2.2 for proper testing before release your app.
