I've tried to create a FLA project AIR for IOS and Android. I've imported a video (File/Import/Load external video with a componant). I choose a skin for the player.
Then I publish the apk file (I've included the video file into project in the publish settings) and install it on my device.
Problem : I've got a blank screen. The player video doesn't appear.
Working when testing on my desktop but not working when testing on my Android device

Should I code it myself in AS3 in order to read a video ? Should I buy this ANE ?

There are two things that would stop it from working the way that you're doing. You can't use skins for FLVPlayback, at least not on iOS, those include external code which Apple doesn't allow. Also, for mobile you can only play FLV, not MP4. You could make your videos be FLV and also do your own controller instead of using the built in controllers.
That would not be ideal performance or quality. To get perfect performance and better quality you should try using StageVideo. It can play MP4 files w

I haven't tried that ANE, but if it gets you the same results as StageVideo and makes it easier to use, it could be worth checking out.

I am having a similar problem but the videos I want to play are actually on Your Tube. It works fine on iOS but not on either of my Android devices. I am able to get audio but the video gives a black screen. Any suggestions?

I have now resolved this problem. For me it was adding the following line to the manifest:
<application android:hardwareAccelerated="true">
