Adobe Animate CC 2019 HTML5 is not interactive when published?

Hello all, I have an animation i have animations within movie clips, buttons, etc. When I publish the html file it does not take the interactivity with it. it just seems to be a flat image. But when I test it in Animate CC it has all of its interactivity. i don't understand, is there something I am doing wrong?

you're probably publishing more than a html file and failing to test correctly.

if that doesn't help you, how are you testing and what errors are shown in the developer console?
