Can anyone tell me what are the main differences between Adobe Animate CC 19 and 20 Besides the new interface or additional interface and the new brush tool which requires a larger GPU????
is the video exporting an effective improvement???
Is it more smooth then 19

It's just another 'one step forward, two steps back' update, where Onion Skinning is more controllable, while the size of the UI makes the program literally unusable on a 1920x1080 screen, because you are left with no room to work. On a 4K screen it is unusable because it is even more sluggish on hi-res displays.
Fluid brush is useless, in my opinion. Just some code donated from the Fresco team.
All else is cheap cosmetics (that lead to more clicking needed and poorer UX) or minor incremental improvements such as the playback bar. Performance is as bad as all the rest of the CCs. They've fixed a bunch of old bugs and introduced new ones.
One thing that may make 20.0.3 worthwhile having is the added (Beta) support for Windows Ink drawing devices, so if you've had compatibility issues with the Surface Pen or other non-Wacom digitizers, that might be a reason to adopt 20.0.3 as your main Flash.
Install it separately alongside v.19 so that you can have both and evaluate for yourself. Do not install over what you have as you may not like the experience.

Animate 2018 is still the best version IMHO. From 2019 onward the UI design took a huge nosedive. The "light mode" is basically unusable.
