Adobe Animate - New file box - blank!?

When trying to open a new file in Adobe animate i am just getting a blank black pop up box on my screen with no options for presets?

I have tried re-installing various version and no joy, any ideas?

Most likely due to network/proxy configuration preventing Animate to access online resources.

 

Search this forum for "blank start screen", "can only create new file from template"

 

There are similar topics  with solutions from last year.

Ive just updated to Catalina and still have the same problem?
