Adobe Animate not exporting file correctly (tried everything i can think of)

I have a rather large file but no larger than done before. I cannot for the life of me get this to export without skipping 5 frames at a time. I'll attached screenshots of settings. Im at the point where i'm trying to figure out how to screenshot the final product as i can't get this out of an SWF format.

Just render a PNG sequence and then make a video out of it in Premiere.

To do so, go to File > Export > Export movie... and choose PNG Sequence.
