Adobe Animate, why is mouth lipsync detached from the face?

I've managed to get lipsync working well, and parented the mouths symbol to the face layer. The mouth and face stay together when moved, but as the head tilts the mouth stays horizontal. I've tried parenting mouth to face, vs face to mouth, tried grouping them but that doesn't seem to work. Suggestions?

    Hi mate, you should nest your facial features inside the head container and do lipsync there. By doing so all features remain static in relation to each other and you tilt/rotate the head symbol on the outside.

     

    Parenting is for animated chains - i.e. limbs; it is totally impractical to use for facial features.

    the mouth and eyes and other facial features should have the head as their ancestor (eg, parent)..
