All tools in my Animate Cc 2019 only work when I turn tap Fluid Brush.

Hello Adobe Community, I have just started using Animate CC 2021 but it has an issue. All the tools only work after I tap the Fluid Brush tool for example when I want to zoom into or out of the canvas/stage I can zoom out to 6% but I won't see any change unless when I tap the Fluid Brush tool. Then I uninstalled Animate CC 21 and got 2020. Same issue, if I use the classic brush tool on the stage/canvas I see nothing but when I tap the Fluid brush tool all the marks appear. What's the problem?

Looks like the screen is not refreshing. Could be a video driver issue.

Try to update the graphics drivers.

Thank you, but I heard already updated the drivers. So I fixed it though I don't know if it's the right way to fix it. I changed to Windows Ink(Beta) then I reduce the undo states from 100 to 20. I also don't know how I disabled the Fluid brush but it resolved the issue so I'll have to work with the classic brush for now.
