So I've done this in the past to say have a keyframe span multiple frames in the timeline. Suddenly I'm unable to click on a keyframe and hold/drag to expand?
I'm working in CC Animate 2019 in MacOSX. Anyone have some insight into whether this is a bug or merely a setting/mode that I'm missing?

I'm on a roll today - found solutions to my own questions. As a Animate CC newb very basic things have been a struggle.
Anyway, solution here was simply to hold "CMD" (I'm on Mac OSX) while clicking on the keyframe and dragging across the timeline with the mouse in order to stretch out the time that the keyframe is displayed.

You can't change the time that a specific keyframe--or any type of frame for that matter--is displayed on a playing timeline. All frames display for a constant time, determined by the frame rate.
Whatever it is that you're calling a "keyframe" is something else.
