again, speed of execution depends on your hardware if you have uncorrupted animate files.
to test your animate files, create the simplest project that has the least amount from the problematic file needed to test.

no idea what to do pal..... or how you do this. Im a 3D guy helping out guys at work. I might try merging layers again if this scene ever loads but tbh all this work could be a waste

once things start to hang, the risk of fla file corruption increases. if you abort the hanging process, it significantly increases the risk of fla file corruption.
now and in the future, save your fla files with increasing version number appended and periodically close and reopen the latest version to confirm it's uncorrupted. ie, for project1.fla, save as project1_v000.fla, project1_v001.fla, project1_v002.fla etc.
if the latest project closes and reopens without problem, you can delete all the previous versions.

reset your preferences:
1.assign (if none now exist) a custom keyboard shortcut:
2.reset your preferences* (you should not give up on this until you've tried several times)
3.confirm you were successful by checking your keyboard shortcut was reset
if it's not, return to step 2
if it is reset, check if the problem is resolved
* press and hold Control+Alt+Shift (Windows) or Command+Option+Shift (Mac OS) as you start Animate.

Its takes 10 mins to load but eventually loads. Do you know if i can export each layer or a few layers or somehow save each layer and reimport into a new scene to save starting again?

i meant the original hang. did that resolve on its own?
assuming yes, were you then able to close animate normally?
assuming yes again, then you deleted the preference folders?

i've inherited some fla files with hundreds of layers, and i've never been tempted to merge any. as suggested by @Mario_CR , use folders to clean up the interface.
folders in layers and folders in the library i consider essential to tidy the workspace, and i'm a proponent of keeping things tidy, especially as they get complex.
anyway, other than when merging layers, is there anything else wrong?

Yes the scene is taking 10 mins to load and i have even split it in 2 now. this scene has around 15 layers but i cant even test scene as it says exporting for 10 mins then eventually just doesnt export.... yes i have layers in folders. its not helping perfomance.

i have deleted prefs, switched to fast, cropped outer area, deleted unsused library items... nothing works. I use heavy 3D scenes all my career - never experienced nothing like this for a 2D scene.....

If I may ask, why are you merging these layers? Merging tweened layers is never a good idea. If the purpose is to have a cleaner timeline, nest the layers on a graphic symbol instead. Select the layers > right-click > Convert Layers to Symbol.

It was just an idea to save performance but it hasnt worked..... destroys the layers

What format do you need this in? Is this an interactive (web, app, game) or non-interactive project (video, gif, sequence)?

it will be a looping 20 second animation gif or video not sure yet. I dont understand how a file can take 10 mins to load... i have 32 GB ram

it actually wony load anymore the character scene.. just bombs at 7 mins

I see so non-interactive then.
4k is doable for video but that resolution is too big for a gif, reduce your stage size if this is going to be your target format. For reference the average size of a gif is 500x500px.
Animate is not good at handling large bitmaps, the performance will tank as you've noticed. A workaround you can try is to hide all layers you're not currently working with. In this case, playback speed will be faster on the timeline than during testing so don't even bother with the SWF preview (Ctrl+Enter).
Another is to work at a lower resolution, say 1080p instead of 4K.
It doesn't matter that the animation chugs during the SWF preview. The video exporter is frame based, so no frames will be dropped when you render it to video.

after the merge layer problem you actually managed (with difficulty) to load your fla and then you failed to save with a version number appended?
or you did save with a version number appended, so there's an openable version on you computer?
