I'm trying to edit a piece of a timeline in Animate. The first thing I want to do is delete the first several minutes of the timeline (all layers) how do I do in and out points (it's note I and O like every other product)
Also, I want to change the color of an object throughout several sections. The problem is when I change the color, it changes back to the original color over time. I want to change it for ALL keyframes and I cannot figure out how to do that.
It's possible that I'm using the wrong method to change the color (Properties>Color Effect>Tint

you can shift select and drag to select all layers and whatever frames you want and then right click > click delete,
i don't know what you mean by in and out points
if want to change all instances of an object, change the library symbol.
otherwise, if you change a symbol instance that will remain in effect unless and until a keyframe exists with another instance.

1) You can use the Loop button above the timeline to set and In and Out point in your animation (or press Alt+Shift+L on your keyboard).
Once done, go to Export Video / Media and select Frame Range. The In and Out frames will already be filled out by your Loop range selection.
Click export. The video should be properly clipped now.
2) To change a color across keyframes use Find and Replace (Ctrl+ F) and select Color on the Search bar, then press Replace All:
Note: This is for base colors only, it won't change symbol tints and/or filters.
