Animate opens as background process instead of normally

When I try and open Animate, it shows the little loading symbol on the cursor, then nothing happens. If I check Task Manager, it shows that Animate opens as a background process, instead of a normal application. Restarting my PC doesn't work as I've tried it several times. It's happened earlier this week but went back to normal after i closed it.

uninstall animate and uninstall its preferences 

restart your computer 

reinstall animate
