I can hear it if I test the movie and I can hear it by testing in its sound properties but I can't hear anything when I'm scrubbing or playing from the timeline.
It's an ActionScript 3, latest Animate version (24.0,10), The sync is set to "stream", the "Mute Sounds" option in the Control dropdown is disabled.
I have no Idea what's going on and I have been driving myself crazy for the last 2 hours at this point, I'm stuck, please help.

I didn't, thanks.
Uninstalling OBS or resetting windows are not viable options, are there any other troubleshooting steps I could try?

Well... read the linked threads and decide for yourself.
As far as I know drivers are not user specific, so creating a different user on your computer will not solve the issue. You may be successful by using a virtual machine for either of the incompatible programs or a separate computer.

OK there's been kind of a breakthrough!
Today after messing around some more I re-tried importing the audio in a new .fla project and finally got this
Now the problem persists, as in, after this error the audio does appear in the library and is present on the timeline, but only plays if I test it from its properties or if I "test movie".
The problem isn't solved, but at least now it's telling me that THERE IS a problem.
I can't figure out what format to use though, I tried:
.wav:
44.1kHz 16bit
32kHz 16bit
.FLAC:
44.1kHz 16bit
.mp3:
44.1kHz 16bit 320kbps
44.1kHz 16bit 128kbps
32Hz 16bit 128kbps
.aiff:
44.1kHz 16bit
32kHz 16bit
16kHz 16bit
I also played around with mono/stereo, to no avail.

I believe that you're muddying the waters with a completely different problem here, mixing the original (driver) issue with a file format compatibility issue.
44 100 Hz, 16-bit audio in PCM WAV format is what should import without any difficulty.
Try this attached WAV yourself.
Use File > Import > Import to Stage, then add it to timeline and set to stream.
You can also drag and drop the audio from Windows Explorer into Animate's timeline.

Issue persists, although this time drag and drop wouldn't work, i had to manually import it.
It also didn't display the error message.
This is frustrating but definitely intriguing, thanks for the help btw!

I remember some reports that in some of the versions drag and drop did not work. The version I tested with is AA 24.0.7 and it works there.
Anyway... Animate has hundreds of bugs and no one is going to fix most of them.
In the other thread that I linked earlier, @Mario_CR posted links to two threads on the OBS forums. It may be worth checking those and playing with your OBS settings to see if that can improve the situation.

Thank you I'm gonna take a deeper look at those and report the results here should someone else find this thread in the future.
Thank you so much for the help, at this point I resorted to proceeding on this one project by keeping the audio clips open in Audion and using the Wave as visual aid for syncing.
I love Animate's simplicity and (unpopular of an opinion as it might be) I like how the drawing engine feels, but now It has become hell to use and slows my workflow way too much, after this project I think I'm gonna take a look at Harmony and Opentoonz.
