Basically, you don't.  Flash CC doesn't support AS2 design.  You need to use an older version of Flash (CS6 will work <and is available to cc subscribers, http://helpx.adobe.com/creative-cloud/help/install-cc-and-cs6-apps.html>) if you need to work with AS2.
