Blending Brush

I am wondering if their is a brush I can use to blend colors together or smooth out sharp edges. Is their a brush in adobe animate that I can use to blend like the blending brush in adobe photoshop?

No. You can use Photoshop to create your content and then import it directly to Animate though.

That is a raster effect only possible in raster based programs like Photoshop. The effect is achieved by generating pixels with different alpha values. It can't be done in a vector program like Animate.
