Bone tool?

I do not see the Bone tool in my tool bar nor anywhere else, and no information on how to install it. How do I get the bone tool in Animate ver 22.0.3?

Click the edit toolbar option at the bottom of teh toolbar - it looks like 3 dots "..." - from there, you can drag the Bone tool into the toolbar and then use it.
