Brush tool line offset on animate cc 2020

When I try to draw the line, the brush draws a diagonal line from the point of contact up about 2 inches and then draws normally. It is well reported in older versions. I am on a surface laptop Windows 10. I have uninstalled, and reinstalled. Now trying to install a previous version. if anybody know any other solution, let me know.

reverting to version 19 fixes it, but I would really rather 20 because it was much more stable.

Are you drawing on the Surface with a windows pen device?
