I've noticed that when I have a filter preset saved, it doesn't always render when applying it to a new layer, and to get it to show up I have to save and restart the application.
Steps to reproduce:
Draw something on a layer, and create a symbol (tried both Graphic and Movie Clip types, no impact).
Apply a drop shadown and glow effect to the frame.
Save as a preset.
Create a new layer, and draw something on it, and create a new symbol.
For the frame on the new layer, restore the preset.
What should happen:
Should apply the same drop shadown and glow effect that was saved.
What happens:
No effect appears to be applied in the canvas view, but the filters do show up on the list, and the frame icon is changed to white showing that it is applied. Saving the project and restarting results in the filter showing up correctly.

Yes, it looks like it is AS3 (that's what shows up in the properties under the dialect for the project, I didn't change it).

i don't see a problem (though i'm not sure what you mean by "canvas view").

It doesn't happen every time. It's an intermittent bug, but very annoying when it happens because you *have* to restart Animate to get any new filters to show up.
By canvas view I just mean the normal canvas workspace.
