I want to use an old version of animate (Flash) anyway to do that in 2022?

currently, you can install and activate cs4 (with the installation file and matching serial number) on a compatible os.

what you want to do with it, i'm not sure.

As kglad said, as long as you have an OS that supports it - I believe you need a 32bit OS specifically.
