can't find brush tool in adobe animate

Click the 3 buttons at bottom of toolbar and see if it's there in the popup - probably is, drag it to your toolbox where you want it.

your screenshot isn't helpful because the tools can be custom ordered.  but the classic brush tool could be hidden in the paint brush tool.  (there is no "regular" brush tool, though i took that to mean the clasic brush tool.)
