Cannot import into Animate

I am new to Animate and after watching some video training am keen to be able to use this program.  However when I open a new canvas and go to File, I can see the various options in the drop down menu but as soon as I move the mouse down the list, the drop menu closes and the Control menu appears.  The same happens when I try to expand the Edit, View, Insert and Modify menus.  Each one jumps to another menu further to the right.  Can anyone help me with this issue please?
