I just started to learn adobe animate. So probably do something wrong to loop animation. My problem is i cannot make looping from frame 16 to 31. If i use classic tween and play once option and if i enter 16 or 31 it resets to 1 all the time. Here is the video

The thing that you were calling 'alien' is really 'symbol' in the library, whose timeline is about 125 frames long. The thing I was calling 'alien' is 'alien' in the library, the graphic that only has one frame.
The loop settings are for the thing you have selected, and not for the timeline that you are currently in. Trying to set alien to start on 16 won't work because it only has one frame. That answers your original question about why it's always set to 1.

You didn't show what the inside of of the alien looks like. I'm guessing the alien is chomping, or something like that.
On frame 16 of 'symbol' you would set 'alien' to start on its frame 1, not on frame 16. If you also set it to loop it will play from its frame 1 to the last frame that it has, and then repeat from frame 1 again.

If what you want to do is to scrub the main timeline (the Scene 1 level) and after you go past frame 16 you want the alien to move across repeatedly, then go into 'symbol' and copy the frames of the tween that you have done (frames 16-31) and paste the same frames into frames 32-47, 48-63, 64-79, and so on, to make the animation repeat.
Depending on what you're doing there may be better ways to work. Can you describe the overall goal?

thanks. this helped me "Trying to set alien to start on 16 won't work because it only has one frame. "so all i did is changed symbol timeline from 1 to 120 as well as other timelines. now it works and doesnt jump back to 1 when i want to change number. thanks again
