Cannot select tool tab

I have an adobe illustrator file that i'm trying to animate. I want to select the camera so that in my animation I can slowly zoom in a very small detail on my design but no matter what I do I can't open the tools tab.

click modify > document > select advanced layers

then click the add camera icon on your timeline panel
