The purpose of importing H.264 video is so that you can animate over the top of the video. You would then export the animation using the ignore stage color, generate alpha option, and combine the animation file with the original video in another program. Premiere or After Effects for example.

The video that you embed need not be the highest resolution or quality. You could animate over the top of a 1 mbps 1080p version, then combine the animation with a 10 mbps 4K original.

Export to H.264 video is still available in Animate.

Please update your copy of Animate & AME to the latest using Creative Cloud Desktop application to avail the fix.
