Confused on classic tween animation/hair symbol?

Hi! This might be a super silly question but I need some help with what I point out in the videos below (i'm not sure what is considered a symbol in Animate) I only have one week's worth of experience with Animate ever so sorry if this is stupid

 

The first video shows me working with the... inner symbols? idk what they're called, I point out that the hair animation lasts 40 bars or whatever those 3 digit numbers are below (120-160). Assuming that it'll last 40 bars in the second video.

 

The 2nd one, I go back to the main body -> head layer and then play out the two classic tweens for the head layer to see if the animated hair lasts 40 bars but you'll see that when it reaches the first keyframe of the second tween, the animation cuts off. I'll circle around it

 

Additionally, the last video shows the full body animation but with the full hair animation playing much later instead of when I want it to. I'll circle the area in the video to show the late hair animation.

 

Please, if anyone can help me understand what I'm missing, doing wrong, or why the internal hair symbol animation (whatever you call those layers) doesn't play fully in the full body animation, I'd appreciate it. thx

You need to sync the playback of your nested timelines - i.e. the internal and external animation should play the way you want.

Graphic symbols have various sync properties and these can be adjusted at each keyframe.

You can do this via Properties, when the keyframe is selected:
