Creating a tween on a layer creates a new layer instead

I've got a graphic symbol on a layer with a keyframe at the start of the timeline. A few frames later I created a new keyframe, moved the symbol to the right, and created a classic tween on the frames between the two keyframes. When I do this, the symbol in the first keyframe gets removed from that layer and moved to a newly created layer directly below it, which holds the tween (with no second keyframe on this new layer, so the tween doesn't actually do anything). The symbol is still on the original layer only on the second keyframe. 

 

What am I doing wrong for Animate to be moving symbols and creating new layers instead of making the tween on the original layer? (I tried with a motion tween and it does the same thing)

after your 2nd and 3rd steps (creating a new keyframe and moving the symbol):

 

right click between the two keyframes > click create classic tween.

Sorry, I should have been more specific at that part! To create the classic tween I do just what you suggested, I right click on frames between the two keyframes and select create classic tween.

 

I've also tried using the keyboard shortcut, the "create classic tween" button above the timeline, and creating a classic tween with only the beginning keyframe to see if adding the second keyframe after would work but they all result in a new layer being made.

Hmm, I went to clean up and declutter my project file so it was clear what I was having the issue with, and after deleting a bunch of assets in the library and some extra layers the tween is working correctly. I'm not sure what was impacting it.
