Display an offline map in an AIR app

Hi,

I would like to display an offline map in an AIR app with AS3 code using Adobe Flash pro CC.

I've already displayed an online map (MapQuest) with a previous app that I've created but now I really need the map to be offline.

I read that OpenStreetMap was brilliant and could be displayed offline. I've found this website : www.market.trimbledata.com that allows you to download the data from a Region. You can download it in CSV, ESRI Shape, GeoJSON...etc.

But I've absolutely no idea how to display a map with these files.

Someone can guide me through please ?
