Downloading recent Animate CC only getting a earlier ver.

everytime i keep installing Animate CC from the Creative cloud or the installer its not the updated 19.1 I dont know why it keeps installing the previous version of the program. My specs are right for 19.1. I would really like some help because I mainly downloaded Animate cc for the new features in 19.1

it promotes the update in the corner too
