Whats wrong with the brush tool? Its sometimes creates jagged strokes while making animated characters? the smooth tool makes it worsen and crooked, can someone tell me how to fix it?
PC Specs:
OS: Windows 7 Professional
CPU: Pentium N3520
GPU: Integrated with CPU
RAM: 8GB
Tablet: Wacom intuos 3

The best settings I found is to use smoothing between 50 to 60 and also zoom into the stage about 200%. Strokes should come out better.

maybe it's your wacom or its drivers. test using a mouse to better isolate the problem.
