frustrated, fill bucket will not work with animate cc paint brush tool, works fine with pencil and brush tool.

For whatever reason if i use the paint brush tool 99% of the time the paint bucket tool cant not fill, this does not happen with the regular brush tool or the pencil tool, making the paint brush tool useless for animating people or shapes, even if the lines are cleary intersecting, the section will not fill. Am im missing something here? Im using windows 10 and latest version of adobe animate downloaded from a 20 dollar adobe cloud subscription.

i don't think there is an issue with animate cited in this thread, so nothing in animate is going to change.  if you saw something different (ie, an animate problem), what was it?
