Holding onto pen stroke for more than a second brings up weird loading thingy

when ever i try to make a pen stroke, it keeps on lagging at the beginning of said stroke and when it finally does do a curve theres this line at the beginning. And if u also hold on for more than a second, this weird loading thingy pops up and when you finlly let go these options like, "paste in center" comes up, please help!!

The circle is a Windows 'Pen and Touch' setting. Here's how to remove it:

1- Go to the Start menu and search "Pen and Touch". Or open up your Control Panel and search for it there.

2- Select the "Press and Hold" option and click Settings.

3- Disable the "press and hold for right-clicking" box at the top. Click OK.
