How do i save outside the canvas? How to adjust lines when resizing?

Hello, I haven't touched Flash a  very long time now. I just needed some help in this because my friend told me do illustrator and animate at the same time.

How do I save a drawing that is outside a canvas? Before in the old version of adobe Flash it has an option to save outside the canvas. Right now this version can only save what is only inside the canvas. Is there any advice how to save selected drawings into a PNG.

How do I resize a drawing? When I resize a drawing it sometimes lock the size of the lines. When I resize the character to small the lines remain size 1X but it still remain thick. When I resize to Big the lines is very thin still 1X. How do I adjust them at the same time?
