Hello! Did a little digging ( as this would be handy for me aswell! ) but it sadly isn't possible.
The only accessible SwfPanel included with Animate would be Code Snippets, which is build in AS3 and has an icon like this:
Not only does this SWF make no call to set the icon, you can replace it with any new SWF of the same name and the icon stays!
This sadly means that as of current there is no way to set a SwfPanel icon. If you wanted to change the generic icon you could, but it'd still apply to all installed SwfPanel extensions.
