I'm a web developer and I came to Adobe Animate in order to learn how to make smooth sliders, buttons and stuff. And I a priori need the maximum smoothness in projects. For example, as shown in this video(sliders): https://videohive.net/item/typography/21571786?s_rank=41 I understand that this is an After Effects project. But this kind of animation and smoothness is needed. With the help of keyframe it is impossible to do this, all the same there will be inconsistencies in smoothness.
How can I make such an animation? With what tools?

Hi.
It's very possible with with the correct setup and constant tweaks.
General tips:
- Use high framerate (like 30 or 60 fps) whenever possible;
- Use anti-alias for animation when animating text fields (AS3 docs);
- Use raw shapes instead of texts whenever is possible and if it is practical;
- Turn strokes into fills whenever is possible and if it is practical;
- Avoid filters;
- Try to set key positions with round values;
- Use shapes with the minimum amount of points;
- Simplify complex objects and/or

- Simplify complex objects and/or animations even if you have to turn them into bitmaps;
- Don't make tweens take more time than necessary to not get those jerky movements;
- Set 'Allow smoothing' for bitmaps in the Library to not get pixelated looks when scaling them;
- If possible, mix Tween libraries animations with timeline animation and compare the results.

Just to add what others have suggested, there's no right or wrong application. Depending on your needs and since you asked about doing this with Animate CC, I made a sample FLA that I basically emulated from one of the animations in the link your provided. It took me about 10 minutes to make. Not showing off, just saying these are relatively simple to produce.
