as3 projects have that; turning 2d objects in 3d space, and it can be done with canvas and js code, too.

animate is not a 3d program and so you can't convert anything to 3d.

 

you can move 2d objects in 3d space. an example is shown in the animated gif previously posted.

What you are asking, I think, is to draw a face straight on view, then have a feature that when clicked draws all different angles of your designed face for you. Correct?. If so, this features doesn't exist and if so, it would likely need to be AI (Sensai) generated. It's a cool idea but pretty difficult to have a developer code this as a viable solution for all styles of drawing.
But, there are many character artists who are quite good at designing and drawing full character turn-arounds. I would google image search this topic as you will find many examples since it's been a standard practice in the animation world for decades.
