Issues publishing to Google Ads

Hello! I am new to creating banner ads in Adobe Animate. When my client tried to publish through Google Ads, they got this error message: "You must include at least one click tag or select the Display & Video 360 environment in Google Web Designer and an exit event in your HTML file in order to set a click-through URL for your creative. Reach out to the creative developer to resolve this issue". Can anyone shed some light on what I need to do?
