The easiest way to do this would probably be to put all your layers inside of a graphic symbol, this will let you keep it one a single layer, and will apply the mask when you export it.

To start, select and copy all your frames

Next, go to the top of your screen and press Insert/New Symbol and give it a name you'd like.

(Make sure to give it the type of "Graphic")

You'll now be inside the symbol's timeline, right click the blank frame and his paste frames

Now the symbol is avalible in your Library, you can exit this timeline and drag and drop this symbol on a new layer in your main timeline.

At this point your animation is all in the symbol, so you can go ahead and delete the original layers.

That should work!

The method by @Charlie Bickett will work but if you have Animate 2021 or newer an even easier method would be to select the layers > right click > and choose Convert Layers to Symbol. This will put the symbol in place on the stage without having to copy layers, paste them, drag the symbol from the library and deleting the old layers.

Oh that's a nice feature! I'm on CC 2019 and occasionally use CS6, so wanted to write something that'd work for whatever version.

I've actually been working on some custom extensions for an animation studio recently, and a timeline to symbol command is one that I've developed so far, so if we come to an agreement to release it publicly that'd be a simple way to convert this too
