Missing Tools in Animate

My tools bar is missing several items like pencil and oval. The drop and drag shows is greyed out or missing altogether.  I tried preferences. doesnt work.  Help, thanks!

Press and hold on the Rectangle icon. This will open a drop-down with more tools.
