Hi,

I have some animations I need to design and I don't know what would be the best app to use. I want to create something similar to whats attached expanding and highlighting certain sections of some print layout designs.

Any help would be appreciated!

you should decide what you mean by 'best option' before starting your project so you start with the correct tool.

for video production and editing, premiere pro is probably the standard program but you might want to check premiere rush too (and animate can do that too but is more limited).

for an animated gif, photoshop is probably the standard program but animate can do that too (but is more limited).

and after effects would something to consider after your video is created and you wanted to add some post-production effects.

i would use animate because i'm more familiar with it than any of the other adobe programs but you should decide based on what you want and your own skill level.

preferably an mp4 to be placed on a landing page. or gif whatever the best option would be.

I think you could use ANCC for that or AE.
