Can I use a PDF drawing to generate a video?

except for the cars moving (which can be done in animate but would require some time and effort), yes you can do that in animate (and maybe some other apps like premiere and after effects).

you should read about it, first to see if you think you can (and are willing) to learn how to do this.  it's going to be require more than novice skills to add the moving cars.
