Pin tweened hair to head

I have several different hair symbols in different layers tweened to look like wind is blowing, but I also want the head to move, is there a way I can pin those moving symbols to the head so they move with it without it looking like the hair is separated from the head?

Im fairly new to animate so I appologize if this is basic

yes, add your hair tweens to your head movieclip. if your head's not a movieclip, make it one.
