I have adobe animate cc 2019 (version 20.0.1)

Why doesn't exist convert to html5 from as3 document formats in commands? 

I used creating-publishing-html5-canvas-document.fla

and Is it possible to convert to html5 canvas from ActionScript 2.0 in flash player 9?

Because they moved it. It's under the File menu now.
