Problem with Adobe Animate Stage (Zoom and Brush)

When I use the magnifying glass or brush Animate does this Windows 95 freeze thing where it'll drag gray all over the screen and I can't see what I'm trying to animate.

Can someone tell me what's causing this and how to fix it? I've attached a video if you want to see what I'm talking about.

Bizarre!!! Is this Windows 10? 64bit? Desktop or laptop? What kind of video card are you running? I would check for any graphics card driver updates first. If that's not the issue, I would suspect it's simply an inferior graphics card and if possible, upgrade it. I have never seen this before personally. I run Win 10 at home with an Nvidia GeForce 1080 card that's about 4 years old with no issues.
