Reposition bone joint in Adobe Animate

I positioned a bone join on a character but I want to reposition the bone joint without having to delete all the other bones/joints in the project. 

Is there a way to just grab the joint and reposition it? Everytime I try to it either repositions the symbol or doesn't do anything at all

BTW...any idea how to reposition the joint in a bone segment without deleting a bunch of bones and starting from scratch?
