Scrollable Content in an HTML5 Animation

I'm trying to make interactive HTML5 content that is essentially an emulation of a cell phone interface. I'd like to let users scroll through 'feeds' with both a right-hand scrollbar UI element, with the mouse wheel, or swiping (mobile, lol). I know that previously when using Flash, I could use a ScrollPane UI component. However, no such component exists in HTML5. I'm hitting some roadblocks with writing the code and was hoping someone here would be able to give me a heading?
