Sometimes when I move or break apart symbols or objects they will randomly rotate slightly to the right, as shown in the video. I thought maybe it was a snapping issue but I turned all snapping off and it's still doing it. I feel like this must be some setting I'm missing somewhere but I have no idea what it might be.
I also realized when I hold shift and draw a line with the classic brush tool it's not straight horizontal or vertical, it's also slightly rotated.
Does anyone know what setting this might be or what I did wrong to this project?

Are you using any of the so-called Advanced Layers features such as Camera or Layer Parenting?
If so, first try turning the camera off and then break apart.
If the layers are parented, unparent first and then try breaking apart.

It was the parenting! Thank you so much! This is my first project that I'm working with parented layers and I didn't realize I was working on a layer parented to something else.
