I created an animation in Animate CC, and the preview looks perfect with all frames intact. However, when I export the animation using the Generate Texture Atlas option, some components' sizes change. Consequently, the exported texture atlas fails to render the animation correctly and does not align with the intended design.

My guess would be that the scaling of the various body part symbols in your animation is inconsistent.
To fix the issue make sure that in a neutral state all elements of your character rig have the same scaling.
