Timeline created in Animate for Touchscreen not working on Windows based player

Looking for help on an Animate project, and troubleshoot it working on a Windows-based device on a touchscreen. The touch features work except for the touch scroll from side to side do not work on the touchscreen. All functions work on Android devices but are slow. Please help
