Hi.
You can output to the web with Animate using the HTML5 Canvas document. It is a very powerful and versatile document.
I myself worked on a project where videos were part of the core experience, but I think you should make a prototype first to check if Animate meets the quality requirements for your projects.
But it is necessary to understand that in the end Animate will output HTML, JavaScript, images, sounds and possibly CSS files, which are common files for websites.
There really is no such thing as an interactive MP4 video.
What websites that apparently provide interactive videos do is cleverly layer interactive elements on top of videos, at the right time and place, creating the illusion that there's an interactive video. But videos are always non-interactive.
In other words: you should send emails to your users with links and not with video files.
I don't know if these were the answers you were looking for...

Yeah. The idea is to overlay videos with interactive elements. You can do this using Animate (intermediate-advanced knowledge of programming), vanilla/pure JavaScript or another tech stack.
You're gonna have to figure it out which approach/stack works best for you.
